DR4100 - Insufficient disk space. Filesystem switched to read-only mode.

We ran out of space on a DR4100 and have deleted at least 20TB of data.  Cleaner has been running for 2 weeks but we are not seeing any change from the available capacity of 0%.  How do we address this issue?
